KUALA LUMPUR – The Parliament would have its hybrid sitting at the end of August or the first week of September, subjected to tight conditions to prevent the spread of Covid-19 implemented by the National Security Council and the Ministry of Health.
The latest development was decided by the Special Committee on Hybrid Parliament chaired by the President of Dewan Negara (Senate) and the Speaker of Dewan Rakyat.
In a joint-statement between Tan Sri Dr Rais Yatim and Datuk Azhar Azizan Harun, the committee had studied the technology and methodology aspects of the hybrid sitting.
According to them, a hybrid sitting requires the physical attendance of at least 26 Members of Parliament (MPs) to fulfil the quorum of Dewan Rakyat and 10 Senators at the Dewan Negara, while the others will have an option whether to be present either physically or virtually.
“Upholding the decree of the Yang di-Pertuan Agong to hold Parliament sitting as soon as possible and the authority of YAB Prime Minister as the Chief of Council to determine the date of the sitting.
“The Special Committee gives its commitment to do everything we can to prepare for the hybrid sitting and its facility as soon as we can,” said the statement.
According to the statement, the committee needs more time for the hybrid Parliament sitting as they need to prepare from the legal, administrative, technical, procurement, supplies and training aspects to ensure a smooth implementation.
All legal aspects would be resolved by the end of July, should the matter be approved by the Dewan committee and meeting rules committee, which will then be proceeded with a special Parliament sitting to approve the measures of the hybrid Parliament meeting.
“Therefore, we propose that a Special Parliament Sitting to be held in early August, depending on the strict conditions to prevent the spread of Covid-19 enforced by MKN and MOH,” they said.
The special sitting is vital in ensuring that all MPs take part on the resolutions that require certain Standing Orders to be amended. – MalaysiaGazette
