KUALA LUMPUR – The Ministry of Education (MOE) will take stern actions on any school or management that hides bully case in the organization.
Its Minister, Datuk Dr. Radzi Md. Jidin said that the MOE view bully seriously and will always take appropriate preventive measures.
To overcome the issue, a reporting system has been created. The schools can report any bully case in the system which would then enable the MOE to take appropriate actions.
“We are aware that the bully cases have been going on for a long time. Therefore, we are looking into something more thorough. What can of approach can we implement to strengthen the monitoring of wardens in dorms,” he said during the Minister’s Question Time at the Parliament today, answering a question from Che Alias Hamid (Pas-Kemaman) who requested the MOE to state the efforts it has done to overcome bully at schools, especially on the students who live in hostels.
According to Radzi, the MOE is drafting a comprehensive framework to eradicate bully in schools, including among the students in the dorms.
The new framework, according to him, will further enhance the existing approach, by focusing on four main components namely, awareness, reporting, punishment and monitoring.
In the context of awareness, the MOE will introduce the Sekolahku Sejahtera concept to nurture and engrave life values among the people in the schools, including the students.
“These values will be taught by the teachers directly, or indirectly via curriculum and co-curriculum activities.
“This it to ensure that the students truly understand and practice it,” he said, adding that the concept would focus on 14 elements.
According to him, the elements would form the character of the students, teaching them that bully must be fully eliminated.
On the reporting context, the MOE will provide a reporting channel which enables the schools to report bully cases to the ministry.
“We have also provided a guideline to prevent and overcome bully among the students and a management guidebook to overcome bully for as a reference for the schools.
“MOH will continue to improve the reporting system for bully cases to ensure that the best approach would be developed.
“At the moment, we are creating a reporting system which enables the people in the school, including students and parents to lodge report directly to the ministry and the information will be kept confidential,” he said.
At the school level, Dr Radzi said that the MOE has issued a Circular on the punishment for bullies.
The MOE is studying the punishment on bullies to ensure that it could be an effective preventive measure.
“On the monitoring aspect, currently, it is being carried out by the administrators, teachers and wardens,” he said. -MalaysiaGazette
