KUALA LUMPUR – Using certain micromobility vehicles on the road is an offence and could be taken actions under the providence of the Road Transport Act 1987 (Act 333).

Transport Minister, Datuk Seri Wee Ka Siong said, the usage of certain micromoblity vehicles on the road is forbidden and the rules have been enforced since 17 December 2021. The micromobility vehicles that are banned from being used on the road include, moped, personal mobility devices including electric scooters, internal combustion powered or man-powered engine and personal mobility aids (PMA).

Therefore, the enforcers, including the local authorities (PBT) are urged to jointly monitor the usage of micromobility vehicles in their area.

The Road Transport Department (JPJ) and the Royal Malaysia Police (PDRM) will start to enforce the ban, said Ka Siong.

“The usage of micromobility vehicles on the road endangers not only the riders but also other motorists.

“As what happened to the basikal lajak accident which took eight lives, the usage of micromobility vehicles with the other vehicles in the traffic on the road creates the risk of similar tragedy.

“Although there is no ban on bicycles, its usage must comply to all regulations under the Road Transport Act 1987 (Act 333) and the Road traffic Ordinance 1959,” he said.

“The guidelines on safe bicycle usage has been issued by MIROS (Malaysian Institute of Road Safety Research) and it could be downloaded from the MOT (Ministry of Transport) and MIROS websites,” he said.

For electric bicycles, only those which fulfil the specifications of the Malaysia Standard, MS2514: Electric Bicycles (Electric Pedal Assisted Bicycles) Specification are allowed on the road. Cyclists must also observe the same traffic rules.

Besides fulfilling the MS2514 specifications the main characteristics of e-bicycles (to differentiate it from moped) are, they do not have throttle and has permanent pedals on the body of the e-bicycles.

Ka Siong added, the enforcers may develop specific road infrastructure to support the safe usage of micromobility vehicles such as bicycle lanes so that they do not mix with the existing traffic flow. -MalaysiaGazette
